Wang Yi Attends Meeting of Shanghai Cooperation Organization Council of Foreign Ministers

On July 14, 2021 local time, State Councilor and Foreign Minister Wang Yi attended the meeting of the Shanghai Cooperation Organization (SCO) Council of Foreign Ministers in Dushanbe.

Wang Yi said, this year marks the 20th anniversary of the SCO. Over the past 20 years, the SCO has always held high the banner of Shanghai Spirit, established the norms governing state-to-state relations of "friendship for generations and peace forever", and created a new model of cooperation featuring solidarity, coordination, inclusiveness and mutual learning among countries with different social systems and development paths. It has not only brought great benefits to the people of countries in the region, but also contributed strongly to world peace and stability. Twenty years is a milestone, but also a new starting point. We need to understand the overall trend of the world, answer the propositions of the times, uphold the Shanghai Spirit, promote the healthy and steady development of the SCO and make new contributions to the building of a community with a shared future for mankind. In this regard, Wang Yi put forward a five-point proposal.

First, the SCO members should pursue solidarity and coordination, and further cement the political foundation for cooperation. Countries should promote cooperation with rock-solid unity, properly deal with differences through dialogue and negotiation, support each other on issues concerning each other's core interests and major concerns, and coordinate efforts against external interference, risks and challenges. The countries should serve as a strong backing for each other in pursuing development and revitalization and set an example for the international community in exploring a new type of international relations.

Second, the SCO members should share responsibility for security and ensure long-lasting peace and order in the region. The SCO members should uphold the vision of common, comprehensive, cooperative and sustainable security, and advocate a security governance model that takes a comprehensive approach and addresses both the symptoms and root causes. The countries should crack down on the "three forces" of terrorism, separatism and extremism as well as terrorist forces as confirmed by the United Nations Security Council, including the "East Turkestan Islamic Movement", and strengthen cooperation on drug control, border protection and security, and coordinate positions and actions regarding major issues including data security, biosecurity and outer space security. China has proposed the Global Initiative on Data Security and is ready to work with other countries to create cyberspace of peace, security, openness and cooperation.

Third, the SCO members should cooperate in combating the COVID-19 pandemic and safeguarding people's well-being. The countries should firmly oppose "vaccine nationalism", solve the problem of vaccine production and distribution, and bridge the global "vaccine divide". The origin tracing of COVID-19 is a serious scientific issue, which should be carried out across the globe by scientists from different countries in a professional manner. Each party should uphold the authority of science, stand up for justice, oppose the political manipulation of slandering other countries under the pretext of origin tracing, and work together to safeguard the overall situation of global unity in the fight against the pandemic.

Fourth, the SCO members should open up more and become increasingly interconnected so as to steadily boost economic recovery. All parties should give full play to the advantages of their geographical proximity and complementary industrial structures, deepen the alignment of development strategies, and achieve more sustainable and resilient development. The SCO members should continue to promote the liberalization and facilitation of trade and investment, unleash the potential of Belt and Road cooperation, improve the level of interconnection in the region, and step up cooperation in scientific and technological innovation to upgrade the pragmatic cooperation.

Fifth, the SCO members should follow the trend of the times and build a community with a shared future. The parties should join hands with all progressive forces in the world to resist individual countries' overriding unilateralism over the basic norms of international relations. The SCO members should resolutely object to power politics and reject the imposition of so-called "rules" formulated by a small clique. The countries should uphold the international system with the United Nations at its core and the international order based on international law, and guide economic globalization to make it more open, inclusive, balanced and beneficial to all, so as to advance the noble cause of building a community with a shared future for mankind.

Wang Yi said, the Communist Party of China is committed to the great cause of the Chinese nation, and it has been flourishing for a century. On the new journey, we will continue to fulfill our original aspiration and mission to seek happiness for the people, rejuvenation for the nation, and the common good for the world, and work with all member states to build a closer SCO community with a shared future.

In their statements, foreign ministers of other countries spoke highly of the remarkable achievements that the SCO has made in maintaining regional peace and stability, promoting economic cooperation and development, and strengthening people-to-people and cultural exchanges over the past 20 years. They support the 20th anniversary of the establishment of the SCO as a new starting point, continue to uphold the Shanghai Spirit, fully tap the potential, further deepen cooperation in the fields of politics, security, medical treatment and health, economy and trade, humanities, science and technology, and environmental protection, expand the "friend circle", promote the continuous development of the SCO, and play a bigger role in safeguarding world peace and development. All parties support further cooperation in fighting the pandemic, and will jointly promote economic recovery in the post-COVID era. The parties stressed their support for the peace and reconciliation process in Afghanistan and their joint commitment to combating all forms of terrorism, extremism and the "three forces".

The meeting has also made comprehensive preparations for the SCO summit in September.
