On June 5, 2021, State Councilor and Foreign Minister Wang Yi and Indonesian President's special envoy and the country's Coordinator for Cooperation with China Luhut Binsar Pandjaitan co-chaired the inaugural meeting of the China-Indonesia high-level dialogue cooperation mechanism in Guiyang. The two sides have reached five important consensuses:

First, consolidate strategic solidarity to build a community with a shared future. In the face of great changes and once-in-a-century pandemic, the two sides will strengthen political mutual trust and keep closer strategic communication in accordance with the spirit of the recent phone conversation between the two heads of state and in the general direction of building a community with a shared future. The two countries will firmly support each other's efforts to realize national development and rejuvenation, shoulder the important responsibility for regional peace and stability, jointly uphold international fairness and justice as well as the rights and interests of developing countries, and work together to build a community with a shared future for mankind.

Second, deepen cooperation on COVID-19 vaccines and health care. The two sides will continue to deepen cooperation across the entire industrial chain, including vaccine research and development, production and distribution, helping Indonesia build a regional vaccine production center. The two sides agreed to support exemptions of intellectual property rights for COVID-19 vaccines, advocate greater accessibility and affordability of vaccines, resist "vaccine nationalism", prevent the "vaccine divide", and work together to promote fair and reasonable distribution of vaccines worldwide, so as to safeguard the right to life and health of people in developing countries. The two sides will support each other's nationals to inoculate COVID-19 vaccine in each other's countries and continue to promote cooperation in traditional medicine, drug research and development, pharmaceutical industry and other health fields.

Third, work together to upgrade the cooperation under the Belt and Road Initiative (BRI). The two sides will further align the BRI and the vision of Global Maritime Axis to ensure the completion of the Jakarta-Bandung high-speed railway as scheduled and set a benchmark for the first phase of the projects jointly built by the two countries under BRI. Both sides agreed to work for early harvest of the "Regional Comprehensive Economic Corridor" and unleash the effectiveness of the second-phase cooperation under the BRI. The two sides will accelerate the building of a new cooperation platform "Two countries, Twin Parks", explore new directions for cooperation in green industrial parks, and provide a new engine for high-quality joint construction of the BRI. China will carry out high-level investment and financing cooperation with Indonesia through multiple channels, and actively support Indonesia in speeding up infrastructure construction and enhancing its capacity for independent and comprehensive development. China welcomes Indonesia to increase exports of competitive commodities to China, deepen bilateral trade connectivity and jointly tap the huge market of China and Indonesia with a total population of 1.7 billion.

Fourth, expand maritime cooperation. The new Memorandum of Understanding on Maritime Cooperation between China and Indonesia signed by the two sides has enriched, expanded and upgraded the cooperation mechanism, which is conducive to further tapping the cooperation potential and expanding mutually beneficial maritime cooperation. The two sides agreed to take Indonesia's construction of a "national fish storage center" as an opportunity to launch fishery cooperation in an all-round way and bring tangible benefits to the fishermen of the two countries. Both sides agreed to carry out ecological marine pastures and demonstration projects for seawater desalination, support a number of new high-quality projects, and speed up consultations on the Code of Conduct in the South China Sea to make cooperation the main theme of the situation in the South China Sea.

Fifth, enrich cultural and people-to-people exchanges. The two sides will overcome the obstacles of the pandemic, innovate interactive models and carry forward the traditional friendship between China and Indonesia. The two sides will develop online tourism and "cloud tour" projects to make full preparations for the full resumption of tourism cooperation after the pandemic. The two sides will strengthen cooperation in vocational education, conduct exchanges on athletes' training and expand interaction between think tanks and the media so as to further consolidate public support for the development of bilateral relations.
