Foreign Ministry Spokesperson Jiang Yu's Regular Press Conference on December 30, 2010

On the afternoon of December 30, 2010, Foreign Ministry Spokesperson Jiang Yu held a regular press conference.

 

Jiang Yu started the conference with the following announcement:

 

At the invitation of the Government of Mauritius, Vice President Kunda of Zambia, the Government of the Democratic Republic of Congo, Prime Minister Philemon of Cameroon and the Government of Senegal, Vice Premier Hui Liangyu will pay official visits to the above five countries from January 6 to 19.

 

Q: It's reported that Presidents of three Western African countries have recently traveled to Côte d'Ivoire for mediation, but haven't been able to change the impasse so far. How do you comment on the current situation in the country? What efforts has the Chinese Government made to ensure safety of Chinese nationals there?

 

A: We are worried about the tension in Côte d'Ivoire. China hopes relevant parties properly resolve disputes and realize political reconciliation through dialogue and consultation so as to safeguard national peace and stability. China supports the peace efforts of relevant African countries to mediate the crisis in Côte d'Ivoire.

 

Given the recent security situation in Côte d'Ivoire, the Chinese Government has asked the Côte d'Ivoire side to take concrete and effective measures to safeguard the personnel and property safety of Chinese citizens and institutions in the country. The Foreign Ministry has issued a safety alert, advising Chinese citizens to avoid going to Côte d'Ivoire for the present and raise safety awareness if they are already in the country.

 

Q: US New Mexico Governor Richardson said after his recent trip to the DPRK that the DPRK had agreed to a one-time inspection by the IAEA. Does China know more details?

 

A: You'll have to ask the DPRK side for its position. We are of the view that every country has the right to make peaceful use of nuclear energy and meanwhile should abide by international norms and accept relevant safeguard and inspection.

 

Q: How do you comment on the remarks by ROK President Lee Myung-bak and those in the ROK relating to the South-North relations and unification?

 

A: We have taken note of President Lee Myung-bak's remarks on the South-North relations on the Peninsula. China always believes the South and North should address issues and gradually improve relations through dialogue and consultation to realize reconciliation and cooperation. Dialogue and negotiation is the only right approach to resolve Peninsula-related issues and achieve enduring peace on the Peninsula. We sincerely hope and support the two sides conduct good contact and dialogue.

 

Q: ROK President Lee Myung-bak reportedly said yesterday that the Korean nuclear issue should be resolved through the Six-Party Talks, a positive gesture compared with the ROK Government's previous stance. How do you comment?

 

A: The Six-Party Talks is the effective channel to realize denuclearization on the Korean Peninsula and maintain regional peace and stability. We are ready to work with all other parties to materialize the various goals in the September 19 Joint Statement through the Six-Party Talks process.

 

Q:The Office of the US Trade Representative said last week that China's reduction of the first batch of rare earth export quotas for 2011 might prompt the US to take further actions. How do you comment? Why do you continue to restrict rare earth exports?

 

A: You may refer to the Ministry of Commerce, which has lately run a detailed explanation on its website. I would like to talk briefly about China's stance on this issue.

 

Chinahas exported a large amount of rare earth over a long period of time, and now takes up over 90% of the world's total supply with a 36.4% share of reserve, thus making great contribution to the supply and stability of the global rare earth market.

 

The Chinese Government strengthens management over the mining, production and export of rare earth in light of protecting environment and depletable resources. The measures are in line with WTO rules. China will continue to supply rare earth to the international market and carry out effective management over rare earth export in accordance with WTO rules.

 

The international market has an increasing demand for rare earth as the economy grows. Ensuring rare earth supply has gradually become the common task of all countries in the world. Other countries with rare earth resources should actively develop the resources as well to contribute their share of global rare earth supply.

 

Chinais ready to strengthen cooperation with other countries in seeking for substitute resources and improving the utilization of rare earth, and welcomes countries with advanced environmental protection technologies to provide technological support to assist us in environmental protection.

 

Jiang Yu concluded the conference by saying that as this was the last press conference of the year, she would like to thank friends from the media for their cooperation over the year and wish everybody a happy new year.
